Proposed Bill Would Require Youths To Wear Helmets While Biking - Eagle 99.3 FM WSCH

If passed into law, anyone who violates the helmet requirement could be fined up to $25.

(Indianapolis, Ind.) - A bill authored by State Rep. Randy Frye (R-Greensburg) would put an emphasis on youths wearing a helmet when riding a bicycle.  

House Bill 1174 would require an individual who is less than 18 years of age to wear a protective helmet when operating or riding a bicycle, bicycle child carrier, skateboard, roller skates, inline skates or a non-motorized scooter while on public property.

Anyone who violates the helmet requirement could be fined up to $25.

The bill would also allow law enforcement officers to impound any of the above items until there is proof that the individual less than 18 years old has a protective helmet that complies with the helmet requirement.

HB 1174 would also establish the youth helmet requirement fund administered by the Indiana Homeland Security Foundation.

The foundation would use funds to purchase and distribute protective helmets to public safety agencies that requested them.

If the bill is signed into law, it would go in effect on July 1, 2021.
